7 year old skin rash, trigger by illness? Been happening since 4 years old

My son has a reoccurring rash that seems to be brought on by illness or stress. It used to cover his torso, arms, groin and legs. It typically now his near shorts areas.

They are very itchy. We have seen three doctors over the years and none has given any suggestions to get rid of them.
