Asked HR to process application so that a job offer could be made.

Hello, just wanted some clarification because I am still not 100% sure.

I applied for a TET position and did my interview. Exactly 1 week later I received and email from my interviewer stating that they asked HR to process my application so a offer could be made. I was also asked to share my transcripts to ensure I meet minimum qualifications. At this point I feel like I was selected for the position but not locked in.

My main questions are where do I stand at this point in the hiring process and how long should I expect this process to take?
