Supposedly if the US heavily taxes its billionaires, they will go, but where would they go?

People always say that if you get aggressive against the extremely wealthy, they would go elsewhere. But really, is there anywhere else in this world where they could go and still be able to maintain their capability to generate wealth for themselves?
