Do naval landings need a buff?

Advice Wanted

As great as the new naval changes are for preventing all-out wars where the EIC sends 200 battalions to fight in the US, naval invasion seem kinda gimped now if you're trying to invade anything larger than a minor. I feel like marines/smaller naval invasion should be able to secure a beachhead/treaty port quite easily and anything larger than that will need you to ferry over your main armies.

I feel like the lack of granularity of the states is kinda limiting in this aspect, since a naval invasion either succeeds and takes an entire state or fails and you get nothing, theres no midpoint where your marines can secure a landing for you.

Any suggestions besides building a ton of troop ships/marines?
