weird weapon stutter when I buy weapons in shop an on scoped weapons

I have no idea what this issue is when I go to buy guns my game spazzes out like this but I'm not "lagging" at least I don't think I am? My connection is usually really good in game, that being said, sometimes when I buy guns that have a scope the same issue happens when I aim down. This issue is consistent in low and a high settings. I did a fresh re-install as well.
I have a NVIDIA GeForce RTX 4070 and I9 12 gen processor.
