Disappointed that S6 Hiyuki doesn’t feel like a "complete" character

I was really looking forward to Hiyuki being my second S6 in the game I’m the type of player who saves for months to pull a single S6 character but after watching how she works I feel like her kit isn’t complete even at max investment

Shouldn’t the issue with her 3 stack be fixed by S6? That’s the maximum investment yet after the first rotation she’s stuck at 2 stacks every single time

I expected a full character like my S6 Cartwheel who feels totally self sufficient. This is a huge letdown because my roster is very limited I don’t have characters like Chisa Mornye or Lynae to bridge the gap

My current TOA teams are

S6R1 Cartwheel

S2R1 Auguta / S0R0 Iuno / S0R0 Shorekeeper

S2R0 Camellya / S2 Sanhua / S2 Verina

I was hoping Hiyuki would be my third strong team lead but if she feels clunky solo even at S6 I don't know if I should pull has anyone else who pulls for vertical investment felt this way? I just want a character that feels finished at S6
