Looking for recommendations: Modded Server Host

Hey guys, what is currently the best hosting provider or VPS for a modded Minecraft SMP? We expect about 40 players online at the same time.

I need something with a very strong single-core CPU performance to handle the mods and chunk loading. Budget is flexible, but I prioritize stability and low ping. Any suggestions? Thanks!
