Notifications and HyperOS 3

So I am new to HyperOS and wanted to see if this is normal.

All my apps have notification permission and I can see notification while screen is awake and I am using it. However when screen is off and I get notification and I wake the screen I only see the background wallpaper and no notifications until I unlock the phone and swipe down.

I have chosen to display full notifications in settings also inside of hide sensitive content.
