I'm not getting it

Before rejecting nawab, heer signed those papers due to that underage issue and nawab got to know this. After that nawab proposed her again and heer rejected him, is nawab that dumb? He didn't get the gist of that underage thing and her father might be the one holding her back? Dumb enough right? Is he high on something?
