Is DR bugged or am I missing something?

I got all Milestones already, but playing DR again on Diff 11 for funsies.

I'm on an Elite node with Shadow King, Mephisto, Knull, and Apoc.

I have Speeding Ticket (prevent enemy from speedbar gain from abilities) as well as Agile (+10% speed) and Kang's Boon (Fill speed by 5% on spawn) and Strike Team (gain Speed Up with 3 or fewer allies) and the one that activates CC abilities.

I'm running Eclipse, Speedball, and Jessica Jones.

I understand I can't gain Speed Up when Knull applies Darkness and wouldn't be able to reduce their speed because of Apoc, but the turn order goes:
1.) Mephisto, 2.) Jessica Jones, 3.) Eclipse, 4.) Speedball, 5.) Mephisto (again), 6.) Knull...

Even without all my additional speed gain, Eclipse (Speed 128) should for sure be going before Mephisto (127), right? I'm assuming Speeding Ticket is not working at all and Meph is still gaining his +666%, but how is JJ going before Eclipse?
