Paper N1 claim to CNBC delivered: no fee callback, no claim number yet. Reissue or keep waiting?

Civil Litigation

England & Wales.

I posted a paper N1 money claim to the Civil National Business Centre. It was delivered on 9 April 2026. The pack included a cover letter asking HMCTS to call me to take the issue fee by debit card. I did not include a cheque or postal order because I understood card payment by callback was allowed for paper filing.

As of today:

- I have no claim number

- I have had no callback for fee payment

- the CNBC automated message points people to the published processing times

- the published paper-issue timeline appears to be about 9 working days before processing begins

My concern is whether:

- the claim is just still in the queue,

- it is sitting unprocessed because of the fee issue,

- it has effectively been rejected but not yet returned,

- or I should just reissue with a postal order.

I want to avoid doing something stupid like creating a duplicate claim or delaying issue further.

Questions:

At this stage, is it better to wait, chase CNBC by email/contact form, or reissue immediately with proper fee payment?

If a paper N1 was sent with a request for card payment but no cheque/postal order, is that usually treated as valid pending payment, or does it commonly stall/reject the filing?

If I do reissue, is there any risk that both claims could later be processed?

Thanks.
