No horde? Why?

Im on day 21 and its night and no zomie horde? I havent changed any settings apart from these

Scavenger

Xp multilayer- 150

120 minute hour cycle

Zombie night speed- jog

Zombie feral speed- jog

Zombie blood moon -jog

AL smell off

Biome progression off

Storm frequency 50 percent

Drop on Death backpack only

Jar refund 100 percent

Any ideas?
