How will netease handle speedsters?

Sorry if this topic has come up before but I haven't seen any posts on it.

We already have a quicksilver accessory, I'd like to discuss how netease will handle implementing Pietro Maximoff. Highly mobile brawler? Perhaps a strategist who can get a teammate out of an ult's damage radius? I hope he's not just grounded Spiderman, but he should definitely be able to run on walls. Will his ult somehow slow down time? Is that possible? Will it slow everyone but him including teammates? What if his ult slows everything and he can then move his whole team out of harm's way. How will he be countered, will he be more or less effected by cc?
