Horrible fps

im currently playing cs on a ryzen 7 7435hs, rtx 4050 and 24gb ram (its a laptop) and for whatever reason the gpu is sitting at around 30/40% usage at all times. the cpu never rises more than 40% usage so i dont think its a bottleneck. because of this, i rarely get over 144 fps (my monitors refresh rate) and while in gunfights, the fps drops to around 90/100 fps. this is scenario-based, while this will happen on inferno, it wont be this drastic on mirage for example. i tried everything related to nvidia control panel, cs2 settings, launchoptions but nothing works for me. keep in mind, i got a lenovo loq laptop
