Is there a maximum comfort for the dining room?

I just added a bunch of elegant rugs under each table as well as adding more tables and cloths but my comfort level only went up a little bit and then it stopped going up at all. Right now I'm level 15 and my comfort is stuck at 151. Actually, it was 153 a few minutes ago and then it went down by 2 even though I added another table, tablecloth and rug. Any idea what might be going on? Each rug is 13 comfort. I thought I'd see a lot more improvement.
