Am I just this unlucky?

I’ve been slowly plugging away at trying to get forever friends because I don’t have anyone I play with in person. I made it with someone and we traded, everything as expected. But then my second forever friend hit about a month ago, they have nothing tagged for trade. Then about a week later I got my 3rd forever friend, but they also don’t have anything tagged. As of today I now have my 6th forever friend, and still not a single pokemon tagged for trade between any of them except the first guy. Am I really this unlucky with who I have on my friends list or is there something I can do to know I’m wasting my time with sending gifts as often as I can?
