Would've 18 year old Mark Grayson be stronger than 18 year old Nolan if He had awakened and polished his viltrumite powers when he was 8???

This really got me thinking... Because S1 Mark could barely do anything with Nolan because he got his powers late and his physique wasn't at viltrumite standards (Hell, I don't even think S1 Mark who's 17 or 18 at that time could beat a 18 yo Nolan). If Mark awakened his powers early like Oliver, and trained to actually reach if not surpass viltrumite physique standards, then would he be able to surpass 18 yo Nolan? Or even pre-argall death thragg???
