Any Advice Helps!!

Dont know how to start this so just going to jump into it recently me and my fiancé moved to a different state( i had a job offer & she was able to find work) but her job recently went under which has mad her high stressed and me managing bills. After a bit of talking she told me she doesn’t have a birth certificate which i thought was a quick phone call resolution but it turns out she had a rough start at life. Basically she was never born in a hospital and was shuffled through the foster care system to the point her name was changed. She has tried to reach out to get her documents but was told they couldn’t locate her in the system and she gave up. If there is anything or any step we could take to get her documents it would be greatly appreciated!!
