Took my laptop to repair shop and offer unauthorised repairs.

So, I took my laptop to a repair shop for an OS reinstallation (with a 128 gigabyte SSD) and they said that 128 gigabytes is not enough for the OS. So, they offered me a 1TB ssd (it can be installed on 512gb) upfront. Can I sue the repair shop as they didn't offer the lowest capacity as this unauthorized repair.

They even didn't give me a quote or estimate upfront.
