Weird slowing bug

Okay, so as the title says I’m getting a weird bug when I play xenoverse 2 that makes my movements progressively slower to the point it becomes unplayable after 15-30 minutes (about a single parallel quest). I have installed mods before like revamped and it didn’t happen until then so I thought that was the source; however, after uninstalling revamped and all files associated it still happens. I’m trying to finish dbxv2 for the release of the third game and this bug is making it unplayable for me. So my question for anyone that comes across this: HOW THE FRICK DO I FIX IT
