Will I be safe doing this ? Is this legal ?

I plan on getting a dog for the summer but honestly can’t find a question to what I’m looking for. The question is it legal to have a dog on a lead throughout the day in a backyard if it has a doghouse in the back aswell? The lead will be 15-25 feet maybe more to fit comfortably. Will provide water / food always. The question is the whole lead thing I can’t find an answer that seems correct. I plan on taking the dog for a walk twice a day one in the am one at night.
