Is C9 as an org finally addressing their competitive issues?

Rumors have dropped about two big moves mid season and it seems almost desperate or at the very least, EXTREMELY intentional. I was looking around and found this post from a week back where Jack responded personally to some fans on the C9 subreddit.

It seems Jack has taken this issue personally and is looking into identifying the struggles. Could this be top down pressure to finally make the org seem competitive in the eyes of the community?
