How does Black Noir 2 "work"?

So BN was replaced with a new guy acting as BN, listed as BN2. How did that work "in universe"? Does BN2 have any powers? If so, do they match BN1's powers? It seems like what power someone gets after being injected with the V-chemicals is fairly random, so they shouldn't be identical. Or did Vough look for someone who happened to have identical powers? All I remember is relatively high strength (shoving a sword through enemies).

Or is it just handwaved because plot says the character is a new person?
