Is Shepherd the least qualified SG-1 or Atlantis character from Earth?

I mean the main cast.

Everyone else is skilled at something. Shepherd just happened to be transporting O'Neil and forced to gain access to a secret base. He then sits in a chair that he shouldn't have.
