More constructions slots when I bought sandbox

So I did spend the real money on that Sandbox Constructions DLC that is supposed to have zero construction time and constructions finished instantly. I reset the map, and as I'm reorganizing my city, some buildings will not let me place them without spending supercash. (i.e. the power plants and the hospital.)

A warning pops up saying 2 slots needed. I think this must be a glitch or an error because I've spent the supercash on +1 construction slot several times and I've just tried again to purchase another +1 constructions slot for 1400 supercash and it still will not let me place these buildings without the warning popping up at costing even more supercash.

If you've run into this issue or have any advice, please let me know.
