[General] from a logical standpoint, why is it that scammers still win to this day?

Informational post

I’ve been reading a lot about online scams lately—especially romance scams, impersonation scams, and fake investment schemes—and I’m trying to understand something from a more practical standpoint.

It’s clear that many of these operations are organized, often international, and in some cases linked to networks in countries like India or Nigeria (along with others). At the same time, awareness about scams seems higher than ever. Banks warn people, apps warn people, and there’s constant media coverage.

So my question is: why do these scams still work at scale today?

I’m not looking for answers that just default to “people are lonely” or “people aren’t tech-savvy,” because that feels too simplified and doesn’t explain the full picture. There are clearly other factors at play, like:

How convincing these scams have become (AI, scripted responses, spoofed identities, etc.)

The sheer volume of attempts vs. the small percentage needed to succeed
Jurisdiction issues when scams cross international borders

The difficulty of actually prosecuting or shutting down entire networks

On the law enforcement side, I’m also curious:
What more can agencies realistically do at this point?

It seems like:

Even when scammers are identified, they’re often outside U.S. jurisdiction

Operations can restart quickly even after being shut down

Preventative education only goes so far

So is this just a problem that can be reduced but never fully solved? Or are there strategies (policy, tech, financial system changes, etc.) that could actually make a bigger dent?

I’m asking from a logical standpoint—not trying to blame victims or oversimplify the issue. I’m more interested in understanding the structural reasons this continues and what realistic solutions might look like.

I would appreciate insight from people who understand cybersecurity, law enforcement, or even just follow this space closely.
