What is “fuckin Finland”?

I was trying to install mods by adding files to the game on steam, (I’ll just add it using workshop next time) and I found in the streaming folder a video called “fuckin_finland” which seems to be an animated video about hakita being upset over his electric bill, it’s also placed next to the only other video file in the folder called “uk_museum” (which is the video that plays on the theater screen in the museum)

What is fuckin Finland? And where do I find it?
