OTPs for Repeater/Device Control?

Does anybody know if the Part 97 allows for the use of one-time passcodes (or rolling codes) for control of things like repeaters? I'm thinking about Google Authenticator-style passcodes. The control message would not be encrypted, but the message would contain a single-use code to validate it.

Imagine an APRS message like this:

MYC4LL-5>APRS::MYC4LL-4  :123456/POWER_CYCLE_REPEATER

where 123456 is the OTP.

I think I'm going to have to call the FCC to know for sure, but wondering if anybody here has dealt with this.
