Community Box/Desilate Ark

Does anyone know how/where to get the blueprint for the community box, or where to get the box otherwise? I belive I need to fulfill a request for the box in order to proceed but I do not have it yet, and no clue where to get it.

Additionally, how do I get to the Desolate Ark to start terraforming? I think once I complete community box quest I’ll get mail based on what I’ve seen. But god knows info on this game online is pretty limited.
