Ear problems

My husband two years ago had a dizzy spell correlated with his ear at a random time. Ever since his ear has been clogged and there’s like water we can hear in it when he tries to pop it. It’s disgusting and the “popping” provides relief but I was if it is doing more damage. We also have no idea how to help this. All docs have said is take clairitin

Any advice ?

He is 44, 180 lbs,
