ELI5: What happens if you call 911 for someone that's not in your area?

Other

So 911 works by routing you to your local dispatch based on the location of your call. Makes sense. But what happens if the person that needs the help isn't in the area you're calling from?

Like, let's say my friend and I live in Nebraska. My friend is driving to Texas. I'm on the phone with them, as they're driving through the desolate wasteland that is rural Oklahoma, I hear a yelp, a screech of tires, a crash, and suddenly my friend isn't responding to my voice anymore. For the sake of the hypothetical, let's say me and my friend share location with each other, so I know their exact location. Is there any way I can call 911 in Nebraska for that friend? I guess an even more likely scenario is wanting a wellness check on an out of state family member, but that can be done through nonemergency lines so idk if it's the same.
