Construction on 16th and T starting at 6:30am on Saturday… is this allowed?!?

The city (or someone affiliated) is building “low income housing” on the corner of 16th and T. It’s been going on for over a year and construction normally starts around 7am every fucking day except Sunday. Lately they have been starting at 6:30 am… I’m writing this as I lay in bed and can clearly hear them… it’s 6:52am… wtf.

Is there anyone on here who works for the city and knows if this is legal?! Where can I complain? I tried making an online request to 311 but there’s no request for noise complaints for construction.
