Why is this Tracker woman constantly harassing me? (Bounty hunting/Tracker Alliance?)

No bounty on my head, yet on several planets, she shows up and want to talk to me.

As I know it's going to force me into a quest, just curious:

-is this the path for someone playing as a bounty hunter?

-how does this relate to the Tracker Alliance quest DLC by Bethesda?
