Xi'an Jao Tong University (XJTU) study plan help

Hi guys, I am applying to XJTU for their English undergraduate program in energy and power engineering, but their requirements for the study plan are extremely vague. Basically, they only state the document has to contain at least 600 words; that's it. Is there maybe someone sho also applied there and has a better idea of what they want to see? Like, should I only focus on telling what I intend to do in China, or also give them some background about myself? Please let me know if someone has some thoughts on this...
