Has anyone else stopped getting flat rate offers?

For a pretty long while I was getting six hour flat rate periods four times a week, but for the last couple weeks they've stopped offering them all together, right around when they started offering these weird "Quest" things. I was really counting on the flat rate periods for the bulk of my income, as they nearly doubled the amount I was earning every night.

Was there some announcement I missed that they were discontinuing it? Is it only a seasonal thing? What's going on?
