puppy knows to potty outside but does not feel strongly about following rules

Potty Training

hello! i have a corgi (male, 7months) named toad that i got back in december! i will admit, i am not the most proactive person in the world and im very busy with work, so it took until about a month ago to really master potty training (he likes pooping in private so i could never really reward him properly because he’d never do it in front of me😭🥲)

anyway, now, it’s clear that he knows outside is the place to potty— eg, he’ll whine a little bit and sit by the door if he needs to potty, and go right away when i let him out. however, he doesn’t show any strong motivation against going potty inside, if that makes sense. like if im in my room or on my phone and don’t notice him sitting by the door, he’ll sit there for maybe three minutes before just getting up and going potty inside (he does not come and get me when he needs to go potty).

i feel bad because i guess i should be paying closer attention to when he needs to go out? but he’s at the stage where it’s kind of sporadic (especially since he had some diarrhea recently where he couldn’t really control when he needed to go) and i don’t want to have to be hypervigilant forever just to make sure he doesn’t potty inside. i’m just not really sure what i should be doing to make him understand that not only is pooping outside good, but pooping inside is bad.

i have never used force or scolded him beyond a disapproving voice whenever he goes potty inside, and i don’t want to have to start yelling at him or something. he’s just a baby and i know it’s my fault for not teaching him well enough, i just wanted to know if somebody has gone through something similar and had any advice!!

tldr; puppy knows to poop outside but doesn’t mind pooping inside if i can’t let him out in time. advice needed!
