Keeping deer out

​​ I am at a loss! In NJ deer are running rampant. They are in our yard EVERY morning, we have an acre and they eat everything even the resistant stuff and herbs that are supposed to keep them away. I love wildlife and I feel so bad for them as so much overbuilding is driving them elsewhere. But this is ridiculous! We have tried everything besides for actual fencing as its way out of budget and zoning wont allow. Herbs, soaps, shiny crap, bells, noise machines, motion lights, Fishing line, deer sprays. Nothing works. They ignore it all, plow thru it, rip it apart. It never used to be this bad 5-10 years ago, even on the road I'm dodging deer constantly now. Sometimes we'd have a deer or two have a quick snack. And now they come in groups of 15 or more. Forget about even vegetables and ornamental stuff we tried planting. At this point they are eating mature bushes, even the underbrush In the backwoods so much & quickly, it's starting to stress the trees themselves from sudden ecosystem change.

Has anyone have any better ideas? Or am I just going to have to deal with grass & desert 😥
