Whats ur thoughts on atheists going to hell

"A regicide, a Brahman-cide, a cow-slayer, a thief, an inveterate killer, an atheist, and an younger brother who marries before his elder, all of them will go to hell. [4-17-36]

Verse from ramayana in kishkinda kandha chapter 17 (vali slaying chapter)

It says atheists and younger brothers who marry first go to hell. For me this is hard to understand why it is so? I dont think those are as big a crime
