Best Fan Configuration in an SFF NAS?

I am trying to case swap from a Jonsbo N2 to a Fractal 304, with a better Heatsink.

Unfortunately, the heatsink fan is causing issues:

Either the HDD cage is blocked and I can't access the ports on the HDD bays for the NAS

The fan is very close to (1 to 1.5 mm away from) the rear exhaust fan.

Or a passive fan configuration

Just not sure what would be the best option here.
