Do you think Lisa wanted to screw the toms with the tomtom restaurant?

Is certain knowledge that she used them to make the restarant a thing, but in my opinion its really weird how She didn't want to make any kind of contract with them. She said during the Season 6 reunion that she "likes to settle everything verbally; even Guliemo doesn't have a written contract with her." It's clear she didn't appreciate both Toms asking about the contract to make sure she wouldn't take advantage of them.
I dont feel like she would randomly dump them and cut them off the buisnes, but maybe hold them as long as they were making her money and then just slowly move them away from the restaurant.
I dont know, tell your opinions! To me it just seems really shady
