Best Practice for levelling out Paragon Board

Hi folks

Been trying to find an answer for this and coming up blank. What's the optimal way of levelling up your paragon? Is it better practice to race through each one, get the five unlocked and the glyphs in, then backfill for the bonuses or full everything you want on each board before moving onto the next?
