Would it be fair to say that the movements of Tchaikovsky's 5th movement move around the circle of 5ths?

Music

I'm studying Tchaikovsky's 5th symphony for school and noticed that the tonalities of each movement tend to go clockwise around the circle of 5ths: M1 (Em/D major) → M2 (D major) → M3 (A major) → M4 (E major). Is this intended to go with the symphony's "cyclical" structure?
