Tosa or Whitefish bay long term ?

We have 2 kids and planning for more. We have spent some time in Tosa and like the Pasadena area for the walkability. However I hear some of the neighbors complaining about the schools in Tosa.
It seems like WFB if you are in the right area you would have walkability plus top rated schools. Never lived there, we have only been in WI for a year but now we are planning to buy a home.

I feel like Tosa is more “hip” and has a lot going on. The parks, Hoyt pool, the downtown area. For some reason I am being drawn to move to WFB even though I do like Tosa. Can anyone tell me anything about Whitefish bay and why you love it so much.
