Vigil ability

Hey guys, my friend and I had an argument about how

Vigil's ability works. I know that when it's activated, there is a white thing on the attacker drone screen, and when you run, you glitch on their camera, and all of that. But my friend was saying that if he just activates it and stands still, even the white thing doesn't show. Is that true?
