Is there a difference between "I'm in love with you" and "I love you"

Seeing each other for a few months, and have had a crush on him for a while before that so I was already head over heels anyway.

This is the first time he's ever said this, and I'm wondering if there's a difference between this compared to "I love you", or is it semantics?
