Virginia Medicaid for ALF?

Hoping to get some clarity. Does Medicaid cover ALFs? I've read that they don't cover room and board. Which confuses me because I've called certain ALFs for availability, some say they have "Medicaid beds." Which is confusing to me. Can anyone explain?

Also Im hoping to get some clarity on the process of getting someone placed who has no family or support that can take him in, can't really live on their own due to mild cognitive decline who gets less than $1,000 a month. Are there any options?
