Question about partners and limited time partner rescue

I just got this from the limited partner rescue (the 50 pulls one) I also got this around pity 35 so i still have 1 10 to do there. Does this mean i will get another one guaranteedly on my next pull?

I also would like to know who's signature partner Noel is... I didn't found much info about her. I have Narja, Orlea, Cassius as my controller characters, but i haven't built Orlea yet. Narja and Cassius are in active use. Can i use Noel on some of them?
