Anomaly agent skills

I don't know if I'm going to sound dumb asking this but how important are skill levels for Anomaly agents? Is leveling the skills mostly for daze? I'm asking this because I'm thinking about how in Genshin when it comes to the lunar reaction meta some characters have their special reaction damage multiplier built in to certain talents. Like how Flins' ult is its own special thing that you need to level up but his skill doesn't contribute to the actual special reaction and leveling it up isn't priority.

Right now I'm leveling up Promeia but don't know if carrying some of her skills to max is useless and doesn't contribute to her damage much(things like her ablooms), other than daze.

I know not everyone plays Genshin AND ZZZ but it is the best comparison to what I'm asking
