Any place I can take my bonsai?

My partner bought this bonsai a while ago and all the leaves are coming out now and I believe it’s slowly dying so I’m hoping some plant lovers here know what I can do or if there’s a specific place around Portland, I could take it to maybe get a repotted or something.

Recommendations would be appreciated.
