Circus/carnival birthday ideas!

Hi everyone! My daughter is turning 1 next month and we’re having a carnival/circus theme party. (They kind of blend so that’s why it’s not one or the other)

I have lots of ideas & things picked out for it but was wondering if anybody had any cool ideas that are budget friendly that I could do! I also need help thinking of some goodie bag ideas that fit the theme!

I’m trying to think of a fun way to do something to go with “ winning a fish” at a carnival without giving all the kids actual fish lol. I’d also like to do prizes but don’t know what to have the kids to do win them? Or if the goodie bags should be the “ prizes” so I’m not buying a bunch of stuff just to give it away.

I have a habit of going all out for my kids parties and I’m trying to draw back a little while still making it fun and within theme, so give me some tips and tricks if you have any!
